Support encapsulating moderation submissions

USEFOR will document two ways of submitting messages to a moderator: what we currently do, where the message is just sent as an e-mail message, or encapsulating the message as a MIME type in the body of a separate message to the moderator.

We should support the latter method, as it's considerably cleaner, although it will need to be optional.
