Install text documentation as real man pages

Description
Documentation currently installed only as text documentation should be installed as real man pages.
For instance, hook-perl and hook-python are only available in text format in doc. They would be useful in doc/man as "man filter_innd" or "man filter_nnrpd" for quick reference.
It would need a little rewrite to split filter_innd and filter_nnrpd. And maybe also nnrpd_access, nnrpd_auth and nnrpd_dynamic. Besides, it would make it simpler since there are similar behaviours regarding Perl and Python implementations. A possibility would be a general introduction for each file, then a part for what is specific to Perl (with examples) and another part for Python (with examples).
As for INSTALL, inn(7) could be used.
